The contentious issue of an architect’s plan for the Cortalim market complex is expected to dominate the Cortalim-Quelossim gram sabha on Sunday for the third time, with residents likely to seek answers on a number of issues pertaining to the complex.
At the last gram sabha, the villagers had demanded that the panchayat place the plans of all three architects before the gram sabha to make the right selection and had demanded the presence of all stakeholders, including the controversial market scrutiny committee.
Three architects ~ Shaliny Barbosa Saksena, Anup Gadgil and Yanna D’Mello e Noronha has submitted plans in response to expression of interest.
It may be recalled that at the special gram sabha in June, the villagers had refused to allow one architect to explain the plan since none of the plans, including that of the architect in question, was accepted by the gram sabha.
Interestingly, while the gram sabha is still debating on the selection of the architect’s plan, RTI documents however reveal that one architect’s plan had already been accepted by the panchayat in April, this year.
The RTI documents issued in June has revealed that no plans are available with the panchayat as it has been forwarded to Chief Minister Manohar Parrikar, who is also the GSIDC chairman.
Despite claiming ownership of the property and the project, the panchayat has, however, informed that they have no information on zoning of the property for the proposed market complex.
