Carmona villagers are now anxiously waiting for a panchayat body meeting to be summoned to decide about the revocation of the construction licence issued to the Raheja multi-housing project comprising 88 bungalows and a club house at Tambdege-Carmona.
The agitated villagers led by the Carmona villagers committee (CVC) president Blair Rodrigues and Carmona villagers social welfare forum (CVSWF) president Socorro Miranda approached the Carmona panchayat secretary Krishna Dessai on Thursday morning and questioned him about revoking the construction licence issued to the Rahejas by the Carmona village panchayat. This is in response to Dessai’s claim that he was misguided by the local panch member and deputy sarpanch Orlando da Silva into issuing the construction licence.
Exclaiming that he was ‘unaware of the facts that are now raised by the agitating villagers’, Dessai informed TOI that “the villagers have brought to my notice by placing certain documents about a cross and a well within the property of the Rahejas project. They also submitted letters written by da Silva, who was initially objecting to the project, but, had not informed me during the panchayat meeting. Da Silva, who is now the acting sarpanch should take a decision on this matter. I have informed the villagers who sought that I issue a stop work order that they should seek a clarification from the Salcete Block Development Officer (BDO) Uday Prabhudessai and that as per Section 47 of the Goa Panchayat Raj Act, a resolution of the panchayat is necessary.”
TOI had earlier reported that the Salcete BDO Prabhudessai had issued a show cause notice to Dessai after he received complaints from the Carmona residents that Dessai was absent from duty without being sanctioned leave by the authorities. Prabhudessai told TOI that he had cautioned Dessai to immediately report to duty failing which he would initiate stern action against him. This resulted in Dessai immediately resuming duty on Wednesday.
When contacted, Rodrigues stated, “We questioned the panchayat secretary about revoking the construction licence and were informed that this could only be decided at the panchayat body meeting which we expect to be held before September 29 after issuing a three days notice to all the panchayat members.”
