Chaos and confusion prevailed at the gram sabha of Raia village panchayat, on Sunday, over the issue of ‘development proposals’.
The gram sabha, which went on for three hours, saw first one and half hour being wasted in confirming the minutes of the last gram sabha.
The former sarpanch and panch along with some of the locals took on the sarpanch Xavier Fernandes. The ‘naïve’ panchayat secretary also came in the line of attack over the ‘incorrectly’ written gram sabha minutes.
A villager Edwin Vaz countered the Sarpanch, who was focusing on the agenda and confirmation of the minutes, and compelled the secretary to correct the minutes.
Sarpanch entertaining ‘only proposals for the village development and not any other matter’ for discussion took the former sarpanchas, panchas by surprise. Though objections were raised by some gram sabha members, the sarpanch succeeded in countering them.
Finally, the gram sabha discussed proposal under a central government scheme – Nirman Bharat Abhiyan suggesting improvement of sanitation in the village. The proposal was moved by Martin Rodrigues and Raymond Rocha.
Rodrigues said that a village water and sanitation committee needs to be in place for availing the funds and suggested to form the same at the earliest with the help of PWD appointed motivator.
Panch Romaldo Gonsalves focused on ST Sub Plan, which allows to invest central government fund earmarked for ST in ST dominated areas for infrastructure development.
He suggested to undertake construction of couple of roads by utilizing these funds. The proposal was approved with a resolution.
It was also resolved to have a separate agency for South Goa to impound stray cattle.
It was decided to have an awareness camp for the senior citizens to highlight their issues and problems.
Before asking former sarpanch Romaldo Gonsalves to propose a vote of thanks, the sarpanch said that “those villagers who feel that their genuine questions were not answered at the gram sabha, can appeal to the director of panchayats, because it cannot be entertained in the gram sabha” And, this angered some of the villagers.
