Chicalim gram sabha, which was held on Sunday, discussed a wide range of issues such as dumping of garbage along the roadside, installation of mobile towers, installation of water meters at drinking wells besides development works.
The gram sabha passed the budget for the financial year 2016-17. The issue of garbage dumping along the roadside at Matvem, Assoi, Duesa and Alto-Chicalim dominated the meeting with the members raising the demand for moratorium on the issuance of construction licences till such time that the garbage disposal is taken care of.
Taking part in the discussion Cosme Araujo, Advocate Albino Vales, stage artist Agnelo de Dabolim impressed upon the panchayat body that concrete measures are required to be adopted to stop the dumping of garbage in the open and along the roadside.
Rui Araujo stressed the need to create awareness among the shopkeepers to stop the use of plastic carry bags, and asked the panchayat to conduct regular anti-plastic drives.
The former sarpanch Inacio Caitano Fernandes underscored the ill effects of mobile towers, and requested the panchayat body not to issue licence to operators for installing mobile towers and at the same time to revoke the licences which have been issued.
Asha Machado raised the need for installing signboards, conducting regular anti-plastic drives and strengthening the bio-diversity cell.
Panchayat member Francisco Nunes presented a list of development works, to be taken up under the XIV Finance Commission, and asked for the gram sabha approval.
The development works include construction of a compound wall with gate, storage room for crematorium, fabrication and installation of signboards, safety nets for the goalposts to prevent the ball from falling on NH 17-A, construction of service road at Alto-Dabolim, construction of new road to old church, among others.
After the issue of installation of meters for drinking water wells in the panchayat jurisdiction was raised, the villagers hit out at the Water Resource Department (WRD) for implementing such an order.
Hilda Dias and Mary D Costa said that the WRD should install meters for those wells from which water is drawn for commercial purpose.
They said that the department should not install the meters for the wells from which water is drawn for domestic consumption.
Oscar Monteiro emphasised the need for having a roundabout at the Chicalim football ground junction by leveling the area between the two roads.
Vincy Costa requested the panchayat to widen the road from Chicalim Garden to Chicalim church junction through Deusa as many accidents are taking place in the area.
Sarpanch Marie Mascarenhas chaired the meeting; panchayat secretary Kiran Mesta, members Rubina Rodrigues, Francisco Nunes, Neelam Naik, Raul D Costa, Prajyoti Kudalkar and Veronica Andrade were also present.
