The handing over of charge of the Chimbel gram sabha by Sarpanch Mohini Narve to Deputy Sarpanch Chandrakant Kunkolkar was protested by some villagers, who demanded that the sarpanch should resign if she was unable to fulfil her duty.
Raising the issue on Sunday, Rumaldo Carvalho questioned the logic behind handing over the gram sabha to the deputy sarpanch when the sarpanch herself was present at the meet.
“The 33 per cent reservation for women was done so that women, particularly from rural areas, could forge ahead in politics,” Carvalho stated while opining that this act by the sarpanch makes a mockery of the reservation.
“The earlier lady sarpanch was also surrendering her right to the deputy sarpanch by stating that she is new to politics, a tradition which is unfortunately sought to be continued by the present sarpanch as well,” Carvalho said while making a demand that the sarpanch should instead resign from the post if she is unwilling to perform the duty.
Joining the discussion, Gurudas Shirodkar questioned the panchayat secretary whether the Panchayat Raj Act permits the sarpanch to let the deputy sarpanch conduct the gram sabha, in her presence.
Secretary P R Pednekar, however, said since the sarpanch has already given permission to the deputy sarpanch, he is within his rights to conduct the gram sabha.Deputy Sarpanch Kunkolkar also promised that the sarpanch will conduct the meet.
The villagers also took the panchayat to task for discontinuing the practice of collecting one-month’s rent from the households and premises which are given on rent.
“The panchayat should compulsorily collect a month’s rent from such households and premises, as it will bring in revenue for the panchayat,” opined Lourdes Conception while further stating that the panchas should identify the households and premises which are given on rent in their respective areas.
Gurudas Shirodkar also brought to the fore the non-placement of the statement of accounts for the past several years.
He then demanded that the panchayat should place the statement of accounts for financial years 2011-12, 2012-13 and 2013-14 at the next gram sabha.
