The Directorate of Panchayats (DoP) with the help of Rural Development Agency (RDA) will soon conduct a survey, which will be first-of-its-kind, to ascertain the requirement and feasibility of building toilets in the panchayat areas across the state.

Coming out with the information, director of panchayats Sandhya Kamat said that this survey will be conducted with the help of project director of the RDA under ‘Swachh Bharat Nital Goem’ programme, as the department is now the nodal agency for implementing the swachhata programme.

The survey will be conducted to know exactly which of the existing toilets need to be repaired, and where community toilets are required, she said adding initially, the survey will be done in five blocks each in two phases, and later in the third phase, remaining blocks would be covered.

Kamat said that currently, the directorate is preparing the list of officers who will conduct the survey, and added that each of these officers will undergo training, and by the second week of October the survey will begin.

She further said that the directorate is aiming to complete the survey by December-end.

Kamat informed that a committee has been formed under chairmanship of collector and deputy director of panchayats as member secretary to resolve the land issues to make way for the construction of toilets, and added that, “just construction of toilets would not serve the purpose. We have formed another committee for taluka level, wherein Deputy Collector will be the chairman and our BDO the member secretary, so that they can reach the grassroots level to check the usage and maintenance aspect of the project.”

She informed that earlier, the Public Works Department, which was in charge of the project, has undertaken construction of around 100 toilets since the programme was implemented, and currently construction of 4,000 odd toilets is under process. However, she said that entire budget head will not be transferred to the DoP even though the directorate has taken over the programme now. “The process of construction of the toilets, which has already been initiated will be completed by the PWD.

The DoP will take up the fresh list as per the survey report which is expected by December-end,” she said.

Kamat further said that the department is also contemplating to convert the old KTC buses into mobile toilets with the help of the PWD.

“The idea has been mooted by the Chief Minister Manohar Parrikar to convert old KTC buses into mobile bio-digestible toilets in crowded residential areas with no sanitation facilities,” she said.
