The first instalment of the 14th Finance Commission money which has been received in the accounts of the panchayats has remained unused due to failure of the Block Development Office to clear the resolutions forwarded by the panchayats.
The Panchayat members are made to run from pillar to post to get the much needed ascent, but all in vain as the work finally remains incomplete.It has been over four months since the 14th Finance Commission money was announced and later received in January.
However, what followed was a sad tale of the delays.The crucial officials in the hierarchy – two Block Development Officers, the Director & Deputy Director of Panchayats — are so tied up with the additional charges that they hardly find time for the works of 30 panchayats of Salcete.
The BDO office presently has no assistant engineer to grant technical clearances. Sadly, when the panchayat representatives are sent to PWD for technical sanction, they reportedly face humiliation and insults.
“I have been making trips to the BDO Office for over six months and my work is still not done. These are works we had promised in the election manifesto; now we will have to face the people in 2017 elections with a failed track record. Thanks to the Block Development Office,” said an angry Melvin Sanchez, Velim sarpanch.
