The Directorate of Panchayats will soon have its own full-fledged technical and vigilance cells, Panchayat Minister Mauvin Godinho said on Wednesday.
“Around 56 vacancies will soon be filled which include that of an accounts director and two joint directors which will help the department to clear the bills sooner. For the technical cell, we will have two executive engineers, one assistant engineer, and 40 junior engineers,” said Godinho while interacting with media persons in Panaji.
He informed that the government has given approval for recruitment of the posts and for the formation of the two cells which is likely to be formally made operational by year-end.
“The technical cell will prepare the estimates of the proposals made by village panchayats and we will not have to rely on PWD. The estimates will be cleared as fast as possible so that the projects are completed within the stipulated time,” he said.
“We will also have our own vigilance cell in the department so that we don’t rely on other departments and our aim to become self-sufficient in terms of functional autonomy to achieve the desired results and to have all-round development,” he added.
Godinho said that the department will promote the concept of smart village wherein the basic necessities that are required in a village including beautification, enhancing the green cover including improving the quality of water bodies in the village.
He said that building small markets in village areas, improving small open spaces by building gardens with a play area for children will also be part of the smart village concept which will be executed using 14th Finance Commission funds.
