The government on Wednesday assured the House that the village of Mayem would be 90 per cent ‘liberated’ before December 19, 2012, with solutions coming to most of the problems faced by the residents of the village as related to the deprivation of their property rights in respect of their own land, due to the title ‘Conde’ and ‘Conde de Mayem’ conferred on a person during the Portuguese regime.
An assurance was also given that should the government experience any difficulty in bringing solution to the problem, an appropriate legislation would be brought to redress the grievances of the people of Mayem.
The Chief Minister, Mr Manohar Parrikar, replying to a related Zero Hour mention from the Mayem MLA, Mr Anant Shet said that a number of people have been coming out with variety of solutions for this problem. “In fact, the solution suggested by the state Law Commission, if followed would put the residents of Mayem in serious trouble,” he added, pointing out that the Commission had suggested handing over the land to the Conde.
Speaking further, the Chief Minister said that with the adoption of the constitution of India, in the year 1950, all titles of any kind whatsoever stood abolished. Goa’s Liberation secured the application of Constitution of India to the then Union Territory, for which all such Portuguese titles in whatever name called, stood abolished. “There is no question of the government recognising any title,” he assured, maintaining that property of Mayem is an evacuee property administered by a Custodian.
“Residents of Mayem will be conferred the full benefit of all social legislations including the Tenancy Act, Mundkar Act, etc,” Mr Parrikar said, stating that in addition, the comunidade of Mayem, which had become defunct would be revived and lands of comunidade would be handed over to this comunidade for agricultural purposes. He also said that simultaneously, all facilities including cemetery, cremation ground, etc, and recreational facilities would be set up in the area.
