“I tried to make the payment by cheque, but Halankar insisted that the payment be done by cash, as it was urgent. Acting on her direction, I made the payment by cash and got receipt signed by the staff from BDO office,” Phaldesai told Herald.
“Halankar urged me to hand over the receipt to her, but I refused, as it was a proof that I have paid the sum to her on her request.
As I was not ready to hand over the receipt, Halankar in the guise of surprise visit to the panchayat visited the panchayat along with her driver and another staff from BDO office on October 15 and demanded the proceedings book and the receipt,” stated Phaldesai.Phaldesai further claimed that Halankar went through the proceeding book and at about 3 pm, she hurriedly left the office.
“When I went through the proceeding book, I found two pages of the minutes of the previous panchayat meeting missing. Halankar tore the pages and took it along with her,” alleged Phaldesai.
When asked why Halankar would tear the pages of the proceedings book, Phaldesai said the details of handing of Rs 25,000 were mentioned in the proceeding book and as he was not ready to hand over the receipt to her, she tore and took the pages.
