Several villages in Salcete are struggling to furnish weekly compliance report on plastic waste collection as asked by the Salcete block development officer as per the directives of the High Court.
As per the memorandum issued by the BDO, the village panchayats were directed to submit the compliance report by November 4, however, a majority of panchayats received the memorandum on November 4 itself.
The memorandum states that “the Collector, south, N D Agrawal held a meeting to review the collection of plastic garbage and has directed all the village panchayats to conduct weekly plastic collection drives as per the directions issued by the High Court in writ petition number 2/2007.”
The order further states that “he has directed to submit the compliance report to him of the said directions on November 5 without fail.”
A sarpanch requesting anonymity hit out at the BDO for taking the panchayats for granted and issuing last minute directives and giving the village panchayats no time to respond.
“How are we to act without placing the memorandum before the panchayat body? I fail to understand,” the sarpanch said
He said that “to carry out a weekly drive the panchayat needs to put logistics in place. It just cannot be done overnight as labourers have to be arranged along with other arrangements.”
Secondly, he said that the panchayat just carrying out a plastic drive is futile as the panchayat needs the support of the villagers who have to be informed and awareness needs to be created.
He said, “This is not the first time the village panchayats have received last minute notifications. The same thing had happened during the special plastic collection drive on October 2 when many panchayats received the memorandums on October 1.”
