Couple of months after its formation, the Salcete Block Panchayats Forum (SBPF) set the ball rolling for registering the forum and has began deliberations to finalise the constitution late Monday evening. The meeting lasted for nearly two hours.
The meeting held discussions on various provisions of the draft constitution and also sought legal opinion from a noted city-based lawyer. The second leg of the meeting is slated to be held later this week and the sarpanchas are expected to meet continuously to complete the process for the registration of the forum.
It may be recalled that the sarpanchas had come under one umbrella to take up a unified fight against the government for devolution of powers and also to collectively fight the issues faced by various panchayats as a united front recently.
Subsequently, the forum had also submitted a memorandum to the Panchayat Minister during his Salcete visit over devolution of powers and other issues faced by the Salcete sarpanchas.
Meanwhile, the spokesperson of the forum Joseph Vas on Monday urged the Panchayat Minister Laxmikant Parsekar to have a re-think of his statement that panchayat elections should be held on party lines as the forum feels that if elections are held on party level, the purpose of grass-root democracy will be defeated.
Expressing disappointment over the statement made by the minister recently, he said the participation of people in local self governance will be badly affected and will further affect the stability of the functioning of the panchayats.
