Raia Sarpanch Xavier Fernandes who in an effort to bring about discipline in conducting gram sabha meeting on Sunday was at receiving end when he disallowed questions by Joe Fernandes and others, questioning the right of the sarpanch to disallow questions.

Incidentally Sarpanch Fernandes for the first time in the history of any gram sabha meeting had prominently displayed in the meeting hall Goa Panchayat (Gram Sabha Meetings) Rules 1996 and The Goa Panchayat Raj Act 1994.

The members who  were not allowed to raise question during the discussion on developmental proposals raised huge and cry with gram sabha member moving to the dais and questioning sarpanch for not allowing them question, even as the sarpanch pointed to the Act and Rules displayed in the hall.

Later, a resolution was adopted by the gram sabha members demanding amend to the Act and Rules allowing the gram sabha to have a question hour during the gram sabha.
