Notwithstanding a lengthy discussion, Raia village panchayat failed to pass the budget with villagers accusing the panchayat members of deliberately delaying the gram sabha and questioned them over non-usage of funds earmarked last time. Even after two and half hour long discussion, no concrete decision could be reached and the sarpanch Isidorio Rodrigues was forced to adjourn the gram sabha at around 1.30 p.m. He later declared that the next meeting will be held on May 24.
Villagers claimed that the panchayat has not utilised funds that were provisioned during last financial year. A villager questioned the sarpanch as to why the funds of Rs 2 lakh proposed for public health and sanitation were not utilised and despite that the panchayat has increased the designated funds to Rs 3.5 lakh for this financial year if it could hardly spend Rs 50,964 last time.
Chaos took over when the sarpanch could not give satisfactorily answers to villagers’ queries on expenditure under various heads and especially development of ST areas. When the sarpanch claimed that many works have not been completed and hence the bills could not be cleared and the balance amount is reflected in current financial year, locals demanded that the works be checked.
Villagers made a demand for vigilance inquiry against some contractors for alleged substandard works and refused to approve the budget. Villagers refused to buy sarpanch’s reasoning that due to non-availability of the panchayat secretary the panchayat could not hold the gram sabha on time. The gram sabha had started at 10.30 a.m.
