Ruckus was witnessed at the Raia village panchayat gram sabha, on Sunday, over two  issues –   order of the  Additional  Director of Panchayats  directing the panchayat to issue construction licence to a  housing  project, and the improvement of a panchayat ground by the Sports Authority of Goa (SAG) using Lusofonia Games fund.

Sarpanch Xavier Fernandes was accused of “hasty’’ decision over the playground.

Fernandes was questioned by the villagers as to “why the panchayat granted licence succumbing to the directives of the Additional Director of Panchayats, who passed the order without any site inspection.”

“Now, the decision of the panchayat to contest against the order in the court makes no sense,” they said.  

“We condemn the panchayat decision of granting the licence. The Panchayat Minister was saying that the panchayats are committing  illegalities, but nobody knows how they (the authority) compel the  panchayat  to do such  things,’’ a local fumed and asked the sarpanch as to why the panchayat did not give licence under protest. 

“Granting licence and now contesting it in the court makes no sense,’’ said another villager, John Mendes. 

A Manora resident said that the project would cause huge loss to his paddy field and demanded Rs 15,000 each year from the panchayat for giving the said licence. They later adopted a resolution to this effect. 

Locals alleged that a sport club was not taken into confidence by the elected body while taking the decision of handing over the ground to Sports Authority of Goa (SAG).

The SAG has selected Raia ground among few others for upgradation by spending Rs 1.86 crore for conducting practice matches.

The sarpanch focused on the proposals pointing out to the sections of the Goa Panchayat Raj Act, 1996, pertaining to gram sabha and its powers and urged the villagers to seek replies to their questions under RTI. 

A question-hour session at the gram sabha was then demanded by the locals suggesting amendment to the act.

A resolution was also passed to have a library in the  village with  informative books for the  youth and other  villagers.  All the panchayat members were present for the gram sabha.
