Many panchayats in Salcete could not plastic collection drive to observe the Gandhi Jayanti in the villages and had to postpone the drive as the memorandum from the Salcete BDO pertaining to holding of the drive reached the panchayat offices late.
The memorandum issued by BDO I Manuel Barreto on September 30 reached many panchayats on October 1, less than 24 hours to go for hold the plastic collection drive in their respective villages.
As a result many panchayats had to postpone the drive just as was the case with Assolna panchayat.
The memorandum states that the South Goa Collector in a review meeting held, on September 17, with regards to the rural garbage disposal scheme, has directed to identify garbage management zones in respective villages and has also directed to hold plastic collection drive on October 2, especially, near the market area and internal roads.
Further the memorandum states that the secretary is directed to put up the matter before the panchayat body and with the assistance of the sarpanch and schools conduct the said drive.
However, a sarpanch requesting anonymity said, “We received the letter on October 1 and there was hardly any time to do the necessary arrangements to carry out the drive.
He said that “we needed to arrange for bags, gloves, a place to store the collected waste and also arrange for a contractor to lift the dry waste for disposal.
“How can one put the said proposal for discussion before the panchayat body leave alone getting the involvement of youth from schools and colleges?” he questioned.
He said that such a memorandum should have been forwarded at least one week in advance so that the panchayats can prepare properly.
Assolna sarpanch Franila Almeida said that “I was not in a position to carry out the drive as I received the memorandum on October 1. We will be holding the drive at a suitable day during this month.”
The story was the same in the neighbouring Velim village, where the panchayat office also received the memorandum on October 1.
Says the sarpanch, Melwyn Sanches, “I received the memorandum on October 1. However, somehow I arranged some workers and deployed them at Velim market and Muxar market.”
