Members of Salcete panchayat forum called on the director of panchayats and discussed a host of problems plaguing the panchayat bodies, including orders issued by the district collector and other authorities to the panchayats on issues unrelated to panchayat matters.
A delegation of the forum led by convener Xavier Fernandes expressed their grievances to the panchayat director Narayan Sawant about the manner in which orders and memos issued by the district collector to the block development office (BDO) are in turn addressed to the panchayat bodies for action.
Fernandes stated that the panchayat director has promised to look into the issue. “We have no problems if the directions come from the panchayat director. But, we have raised our serious reservations to the collector’s memos addressed to the BDOs and the panchayats,” said Fernandes.
He pointed out that the delegation also took up the matter pertaining to a memo issued by the deputy director of panchayats, South, dispensing the role of ward members in the issuance of income certificates. “The panchayat director told us in clear terms that his office has not issued any such circular or memo and has assured to look into the issue,” added Fernandes.
Fernandes stated that the panchayat director gave them a patient hearing on their request to recruit casual workers to take up civic works in the panchayat areas.
On the question of the golden jubilee fund utilization, the delegation requested the panchayat director to get the deadline extended further so as to facilitate the panchayat bodies to take up works under the scheme. “The panchayat director has assured that the government is already seized of the matter and is thinking of extending the time frame for implementation of the scheme,” said Fernandes
