The Panchayats of Salcete are yet to get their monies of the 14th Finance Commission, which the government promised to dole out before November.
Sources in the Directorate of Panchayats (DoP) have informed that the money received from the Centre for the 14th Finance Commission was already spent by the State government, which has recently two-thirds of the amount for dispersal.
The DoP is also in the process of asking several panchayats to reconstitute their village development committees (VCD) as the present committees don’t satisfy the laid-down procedures.
The DoP, in collaboration with the Goa Institute of Public Administration and Rural Development, had organised a sensitisation workshop on the preparation of Village Development Plans under the 14th Finance Commission.
This workshop was attended largely by panchas and secretaries of all Salcete panchayats.
They were promised that the first installment would reach them by November. When contacted, Director of Panchayats Gurudas Pilarnekar stated, “The rules, regulations and guidelines for disbursement of funds will be soon formed, and then the money will be sent.
Since it is being done newly in this five-year plan, the process will take some time. But once it is done, the subsequent installments will be sent on time. Also, over 110 panchayats have already sent their compliance and the remaining will be sending soon.
“He added Rs 7 crore had already been received from the government and each panchayat will get around Rs 3 lakh rupee.
The panchayats were asked to form VDCs and include people in the same, and submit proposals to the DoP. Salcete, having few BDOs and rural engineers, resulted in panchayats running around for passing the estimations.
The road towards the monies for the 30 panchayats of Salcete has been rough this time around.
