The village panchayat of Colva has issued a notice to the Sewerage Infrastructure Development Corporation Ltd (SIDCL) to stop the construction work at the sewage treatment plant site immediately.
The panchayat has also asked the corporation to submit documents pertaining to the construction of the plant, pipelines and water treatment procedure that would be adopted there.
The notice has been issued as the villagers have raised objection over the functioning of the plant as it has been ‘learnt’ that the resultant water from the sewage treatment would be released into sea.
During the recently held gram sabha, the villagers had also demanded to see the plan of the plant along besides layout for the pipelines. It is revealed that the panchayat has no such plan in its possession, and thus had to issue a ‘stop work’ notice.
The panchayat had issued an NOC in May 2015 for laying of the sewerage network and construction of the sewage treatment plant.
While issuing the NOC, the panchayat has directed the department to take NOCs from other “owners and departments” before starting the said work, said the village secretary while referring to the notice.
During the panchayat’s monthly meeting held last week, it was also decided to ask for the documents including NOCs from state departments including� Goa State Pollution Control Board (GSPCB), NIO and Goa Coastal Zone Management Authority (GCZMA).
Based on the gram sabha discussions, the ‘stop work’ notice has been issued on the ‘reasoning’ that the panchayat had issued NOC for Colva village and not for the neighbouring villages.
It has been mentioned that 1 MLD plant is more than enough for the village as compared to 15MLD plant that has already reached 80 per cent completion.
It is also mentioned that no ‘study report’ and plan were submitted to the panchayat, adding no presentation of the project was made to the villagers.
Speaking to this daily, sarpanch Anthony Fernandes said that the notice was sent in keeping with the requests made by the people.
“Based on the unanimous voice of the people we have sent the notice to the corporation,” he said.
As for the work of laying the pipelines under the sewerage network, as of Tuesday the work has been taken up along the main Colva beach road.
Speaking about this, the sarpanch said they would wait till the work is done so as not to cause any roadblocks on the main road.
