The Villagers of Cortalim and its surrounding areas have taken strong exception to the proposed diversion of traffic on the Panaji-Margao road at Cortalim via Chicalim.

Jose Barbosa, an aggrieved farmer from the village, told TOI that there was no need for any diversion of traffic if adequate measures are put in place by the authorities to regulate traffic and ensure that the contractor uses the service road judiciously.

“Traffic congestion happens only when vehicles overtake in a wrong manner thereby creating multiple lanes in place of one thereby throwing entire flow of traffic out of gear. If traffic discipline is properly enforced, there will be no need for any diversion,” he said. The existing 12m road, he said, was enough to take care of the traffic. Pointing out that the width of the crane was just 4.5m, Barbosa said the road could cater to the traffic with ease “provided the space is managed judiciously” by the contractor.

Taking objections to the plans of constructing a parallel road, a section of villagers voiced their objections stating that it will lead to destruction of existing paddy fields.

“The special gramsabha meeting of the Cortalim panchayat held on December 16 had unanimously passed a resolution to seek certified copy of agreement (contract) signed between Dilip Buildcon Pvt Ltd. and the government and that only then the matter of closing of road to the traffic or diversion of traffic or providing of service road should be discussed,” another villager Jude Pereira said.

Demanding transparency in the dealings, Lopinho Xavier of Quelossim, voiced his suspicion that “the government is going out of its way to help the contractor by allowing him to violate the terms and conditions of the signed agreement.”

A high level meeting to decide on the proposed diversion is slated to be held at the secretariat on Friday
