Despite directives issued by chief secretary B Vijayan to start collection of dry waste from July 1, the Salcete panchayats have failed to do so. The panchayats have written to Vijayan citing lack of funds and manpower as the reasons behind the delay.
Even as the funds being allocated to the panchayats were increased from 50,000 to 1 lakh, several sarpanchas had complained to Vijayan about the complicated procedures to avail of the funds from the government with many proposals still awaiting approval.
Sarpanchas added that the smaller sized panchayats have very little source of revenue such as house tax and that the daily wage workers are demanding 350 a day and it is not possible for them to meet the labour cost for the door-to-door garbage collection.
